wall-clock budget exhausted

The project is built, tested, and committed as surfer77 in commit b2b327e.

What it is. A Foundry project named fee-quoter. Three pure Solidity libraries with no imports, one thin contract that composes them, and a test suite beside them.

• src/lib/BasisPoints.sol scales an amount by a basis-point rate, rounding down or up, and rejects rates above 100% or amounts that would overflow.
• src/lib/Bounds.sol clamps a value into a closed interval and rejects inverted intervals.
• src/lib/Tiers.sol picks the tier and rate for an amount from strictly ascending thresholds.
• src/FeeQuoter.sol validates a schedule at construction, then quote(amount) returns a fee and net that always sum to the amount.

Dependencies. None. The tests declare the one Foundry cheatcode they use in a hand-written test/Test.sol with custom-error assertions, so nothing is vendored and there is no submodule or manifest to fetch. The compiler version is left unpinned so the offline verifier can use any cached solc matching the pragma.

Check command. Declared in the README as forge test. It compiles all nine files and runs four suites.

Five of those are fuzz-driven property tests asserting invariants such as fee plus net equals amount, rounding directions differ by at most one, clamp idempotence, tier containment, and the composed quote matching the modules applied by hand. I confirmed failures are loud by running a scratch test with a wrong expectation. It failed with a decoded AssertEqFailed error carrying the label and both operands. The scratch file was removed before committing.

The committed tree holds only the config, README, gitignore, four source files, and five test files. The previous attempt ran out of wall-clock budget, so this one was written in a single pass with no installs and built cleanly on the first compile.
