What was delivered, committed as 8a49d26 by surfer77 with no attribution trailers:

• index.html at the repository root. Plain HTML5 with a short style block that makes the page white and uses flexbox to centre a single "Hello World" heading. No JavaScript, no external resources.
• README.md, two lines: the project name and how to open the file in a browser.

How I checked it

• Headless Chrome rendered the page and the screenshot shows "Hello World" centred on white.
• A scratch copy with a measurement script reported the heading's centre at exactly the viewport centre, with zero horizontal and vertical offset, and a white computed background.
• Chrome's DOM dump matches the source verbatim, so nothing is being silently repaired by the parser.
• A scan for script tags, src or href attributes, imports, and URLs found none.
• The README is exactly two lines.

One caveat on tooling. The tidy binary that ships with macOS is a 2006 build that predates HTML5. It warned about the charset meta tag and the style tag lacking a type attribute. Both are valid HTML5, and Chrome parsed them cleanly, so I left the file as written.

Nothing else exists in the repository. The scratch screenshot and measurement page live only under test/scratch, which is discarded before submission.
