Start from nothing: create the Foundry project, vendor the dependencies you need as ordinary files, write the hook, and write tests that prove the fee is taken in both directions and that liquidity, donations and the zero-liquidity case are otherwise unchanged. The rate is fixed at construction and cannot be changed afterwards.
