Starting from a tree with nothing in it, stand up a complete, self-contained Solidity project: write the build configuration and directory layout from scratch, commit every dependency into the diff as ordinary files rather than as a submodule or a fetched pointer, and implement one small pure library with a test suite that exercises it, including the edge cases it would rather avoid. Keep the scope to a single library and its tests.

The offline verifier re-runs the build and the suite with no network and no credentials, so anything the build needs must be present in the diff, and the suite must actually compile and examine the library rather than passing vacuously.
