Review only the bounded gas correction from e2f7c02664b111159e4e4b63d8d5a2146558e144 to 024c414799661334cdc530a16dcf8ecaa1f43593. The prior runtime and contracts already have independent reviews. The actual first Sepolia publication estimates 970165 gas and fails the 700000-gas simulation; the signer adds 25 percent plus 10000 gas, exceeding the prior 1000000 publisher cap.

This change shares a 2000000 gas-unit ceiling between signal-read.mjs simulation and signal-publisher.mjs budget admission. All existing monetary caps, counts, expiry, grants, exact calldata, source checks, authority and receipt handling remain unchanged. Focus on whether the change enables the measured first publication without expanding financial authority or bypassing any checks.

The high-gas publisher test verifies fee-limit denial before broadcast and original receipt reconciliation. No Solidity or agent source changed. Two focused tests and the real unchanged Sepolia input simulation pass.

Existing review findings remain documented, not claimed resolved. Do not re-audit unrelated entire protocol.

  • 1.lowThe 'shared' 2,000,000 gas ceiling is not shared: record simulation accepts estimates up to 2,000,000 but the hosted signer refuses any estimate above 1,592,000, leaving a prepared operation that retradapters/signal-read.mjs:173

          await client.call({ account: transaction.from, to: transaction.to, data: transaction.data, gas: SIGNAL_TRANSACTION_GAS_LIMIT });

SIGNAL_TRANSACTION_GAS_LIMIT (2,000,000) is applied to two different quantities. In prepareRecord it is the eth_call gas allowance, so any publish whose execution needs up to 2,000,000 gas simulates, and src/signals/index.mjs recordPrepare stores the signal operation; reference/pulse-pipeline.mjs line 81 then checkpoints run.write.operation.

In the hosted publisher the same constant caps budget.maximumGas (adapters/signal-publisher.mjs:16), and adapters/sepolia-transactions.mjs:64-65 signs with gas = estimate*125/100 + 10000 and requires gas <= maximumGas. The largest signable estimate is therefore (2,000,000 - 10,000)*100/125 = 1,592,000. Any record estimated in (1,592,000, 2,000,000] passes simulation, is persisted, and every publisher.step rejects with transaction_cost_limit before reservation.

That code is not in the scheduler's terminal list (reference/pulse-scheduler.mjs:56-60), so the run is retried every 60 s until run.expiresAt and the slot is consumed without a write. Before this range the relationship was the safe direction (simulation 700,000 < publisher cap 1,000,000). docs/signals.md:86 states both gates 'allow at most 2,000,000 gas units', which is inaccurate by the signer margin.

Not reachable with the Pulse profile (fixed 160-byte input, 128-byte output, first record 970,165) and fail-closed: no funds move, no authority expands. Merged from audit_flow, audit_math and audit_economics (same root cause and fix).

Minimal fix: simulate with the gas the signer can actually sign, e.g. gas: (SIGNAL_TRANSACTION_GAS_LIMIT - 10000n) * 100n / 125n, or derive both bounds from one margin helper, and state the effective 1,592,000 estimate ceiling in docs/signals.md. Also add the 2,000,001 admission boundary and a 1,592,001 estimate to test/signal-publisher.test.mjs, which today only re-derives the signer's own formula at line 37.

Reproduced with node:test against 024c414 using the fixture of test/signal-publisher.test.mjs (dependencies installed in a scratch copy under /tmp).

State: budget admitted with maximumGas '2000000' (admission of '2000001' rejects with invalid_signal_budget), maximumTransactionWei '1000000000000000', maximumFeePerGas '50000000000'; estimateFeesPerGas returns maxFeePerGas 1,000,000 wei so the cost cap cannot bind (2,000,001*1e6 = 2.0e12 << 1e15).

Step 1: createSignalRead({client,chainId:1}).prepareRecord(...) with readContract stubs for projects/pendingProjectOwners/version/grant/latest and a client.call that records its gas argument and throws unless gas >= 1,600,000.

Expected per docs/signals.md:86: simulation and hosted admission share one ceiling.

Actual: client.call is invoked with gas === 2000000n and prepareRecord resolves, so the operation would be stored.

    Step 2: createSignalPublisher(...).step(operation) with client.estimateGas returning 1592001n: rejects with code 'transaction_cost_limit' (1,592,001*125/100+10,000 = 2,000,001 > 2,000,000), reserved stays '0', broadcasts 0.

With estimateGas 1592000n the same call returns state 'pending' and reserves 2,000,000*1,000,000 wei.

Scheduler path: transaction_cost_limit is absent from the terminal codes at reference/pulse-scheduler.mjs:57-60, so jobs.finish is called with state 'waiting' and retryAt now+60000.

  • 2.low2,000,000 simulation ceiling is below the first-record cost for evaluator outputs of 384 nonzero bytes or more under Sepolia's EIP-8037 state-gas schedule, although ClausSignalStore permits 512-byte oadapters/signal-read.mjs:7

    export const SIGNAL_TRANSACTION_GAS_LIMIT = 2000000n;

The comment above the constant says the ceiling 'includes room for the first record's storage writes on the admitted chains'. That holds for the Pulse schema only. The live Sepolia estimate of 970,165 is explained by EIP-8037 state gas: the first publish creates 1 grant-state slot + 4 fixed record slots + 1 output-length slot + one slot per nonzero 32-byte output word, each new slot costing 97,920 state gas, on top of ~90-190k execution gas.

ClausSignalStore.publish allows MAX_OUTPUT_BYTES = 512 (contracts/src/ClausSignalStore.sol:25,148), i.e. up to 16 output slots. Measured with forge 1.8.3 --evm-version amsterdam on this repository's contracts (scratch test, not kept), first publish total gas incl.

21,000 intrinsic: 1,090,276 for the Pulse 128-byte output (matches the specialist's figure and the 970,165 live estimate order), 1,553,488 for 256 nonzero bytes, 2,007,016 for 384, 2,233,779 for 448, 2,460,544 for 512. Under cancun the same cases are 303k-619k.

So prepareRecord's eth_call with gas 2,000,000 runs out of gas for any Sepolia store whose reviewed evaluator returns >= 384 nonzero bytes on its first record, and, combined with the signer margin (finding 1), the hosted publisher already fails at 256 bytes if the estimate is a few percent above the forge figure (1,553,488 x 1.25 + 10,000 = 1,951,860, 2.4% of headroom).

Impact is low because the only admitted profile is the fixed Pulse schema and the denial is fail-closed; it is a functional limit that the code comment and docs/signals.md state as a general allowance. Zero output words do not create slots, so an evaluator padding with zeros is unaffected.

Fix: either size the simulation gas from client.estimateGas plus margin capped by a documented ceiling, or raise the ceiling to cover a 512-byte first record (~2.5M on EIP-8037 chains, with the signer margin ~3.1M) and state in docs/signals.md and the comment that the allowance covers the Pulse-sized first record only.

Forge reproduction against 024c414 (scratch file under contracts/test/scratch, not kept): deploy ClausApprovalExecutor, register a ClausReadonlyProject whose implementation is a module whose evaluate() returns N bytes all set to 0x01, deploy ClausSignalStore bound to it, register a grant for vm.addr(PUBLISHER), then vm.prank(publisher, publisher) and call publish(grantId,1,1,ts,ts+300,keccak256('public-result'),160-byte input); read vm.lastFrameGas().

Run forge test --evm-version amsterdam --match-path test/scratch/FirstRecordGas.t.sol -vv.

Expected per the comment at adapters/signal-read.mjs:5 and docs/signals.md:86: any first record the store accepts (output <= 512 bytes) fits in 2,000,000 gas.

    Actual: N=384 gives gasTotalUsed 321,376 + gasStateUsed 1,664,640 + 21,000 = 2,007,016 > 2,000,000; N=512 gives 2,460,544.

For the Pulse module the first record is 1,090,276 (state 881,280 = 9 slots x 97,920) and the second record 139,212 (state 0).

Under the default cancun profile the 384-byte case is 516,776, so the limit binds only on EIP-8037 chains, which the 970,165 live Sepolia estimate confirms Sepolia is.

  • 3.lowAt the measured 1,222,706 signed gas the unchanged 0.001 ETH per-transaction cap admits the first Pulse record only while maxFeePerGas <= 817,858,095 wei (~0.82 gwei); the new test never exercises thiadapters/signal-publisher.mjs:14

     requireThat(amount(config.maximumTransactionWei)>0n&&amount(config.maximumTransactionWei)<=1000000000000000n&&

The range raises only the gas-unit ceiling, which is the stated intent; the monetary caps are unchanged (maximumTransactionWei <= 1e15, maximumTotalWei <= 2e16, maximumFeePerGas <= 5e10 at lines 14-17, and 2,000,000 x 50 gwei = 0.1 ETH is still clipped by the cost cap in createReadonlyTransactions).

Consequence: the measured first publication is signed with gas = 970,165125/100+10,000 = 1,222,706, and adapters/sepolia-transactions.mjs:67 requires gas * fees.maxFeePerGas <= maximumTransactionWei, so even a maximally configured hosted budget admits it only when viem's estimateFeesPerGas().maxFeePerGas (baseFee1.2 + priority) is at most floor(1e15/1,222,706) = 817,858,095 wei.

Above that the publisher throws transaction_cost_limit before any reservation or broadcast; the scheduler treats the code as non-terminal and retries every 60 s until run.expiresAt, so a fee spike silently consumes the hourly slot.

This is not a spend-limit bypass and is consistent with the design of independent monetary ceilings, but the commit, docs/signals.md:86 and the test claim the measured publication is enabled, while the only fee exercised in test/signal-publisher.test.mjs is 1,000,000 wei per gas (0.001 gwei), ~800x below the real binding boundary, and its denial case is produced via maximumFeePerGas (1,000,001 > 1,000,000), not via the cost cap.

Merged from audit_permissions, audit_math and audit_economics. Fix is a scope decision: document the implied fee window (~0.82 gwei at the maximum per-transaction cap, proportionally lower for a smaller configured cap) as an operating boundary in docs/signals.md and docs/signal-operating-boundaries.md, or raise the per-transaction admission cap, which changes spend limits and needs its own review. At minimum make the test exercise a realistic fee so the boundary is visible.

Reproduced with node:test against 024c414 using the fixture of test/signal-publisher.test.mjs.

State: in-memory store, budget admitted with the maximum admissible caps maximumTransactionWei '1000000000000000', maximumTotalWei '20000000000000000', maximumGas '2000000', maximumFeePerGas '50000000000', maximumTransactions 10; client.estimateGas returns 970165n; balance 1 ETH.

    With estimateFeesPerGas returning {maxFeePerGas: 1000000000n (1 gwei), maxPriorityFeePerGas: 0n}: createSignalPublisher(...).step(operation) rejects with code 'transaction_cost_limit' because 1,222,706 x 1e9 = 1.222706e15 > 1e15; broadcasts stay 0 and reserved stays '0'.

Expected per the change description: state 'pending' with a reservation.

Boundary: with maxFeePerGas 817858095n the same step returns 'pending' and reserved equals 1,222,706 x 817,858,095 = 999,999,999,905,070 wei; with 817858096n it rejects with transaction_cost_limit.

  • 4.infoThe 2,000,000 admission ceiling is enforced only by admitSignalPublisherBudget, which no runtime path calls; the publisher trusts the stored row and the engine accepts up to 30,000,000 gasadapters/signal-publisher.mjs:29

      requireThat(row?.value.configHash===configHash&&digest(row.value.config)===configHash,'signal_budget_changed');return row;}

runtime/pulse-host.mjs builds createSignalPublisher from the CLAUS_PULSE_CONFIG budget (line 34-35) and only checks that reference-pulse-admissions carries digest(config) (line 51).

The gas-unit bound introduced by this range lives in admitSignalPublisherBudget, which only test/signal-publisher.test.mjs invokes (grep over adapters, runtime, reference, scripts, worker, api). ledger() verifies hash equality with the stored row but re-validates none of the bounds, and createReadonlyTransactions accepts limits.gas up to MAX_GAS = 30,000,000 (adapters/sepolia-transactions.mjs:9,31-35).

Whether the 'shared 2,000,000 ceiling' binds the hosted publisher therefore depends on the operator admitting the row through that function rather than writing it directly. This is an operator trust assumption, not a bypass by an unprivileged actor, and the monetary caps still hold at 30,000,000 gas because cost is bounded separately.

Recommended: have createSignalPublisher (or pulse-host) assert the same bounds on budget at construction so the ceiling is enforced wherever the row came from, and record in docs/operations.md how the hosted budget row is admitted.

    Reproduced with node:test against 024c414.

State: write signal-publisher-budgets/finite directly as {config:{...valid fields, maximumGas:'30000000'}, configHash: digest(config), transactions:0, reserved:'0', spent:'0', revokedAt:null} without calling admitSignalPublisherBudget; same config passed to createSignalPublisher; client.estimateGas returns 10000000n, maxFeePerGas 1,000,000 wei.

Expected per docs/signals.md:86: hosted publisher admission allows at most 2,000,000 gas units.

Actual: step(operation) returns state 'pending' and reserves (10,000,000*125/100+10,000) x 1,000,000 = 12,510,000,000,000 wei; the signed transaction carries gas 12,510,000.

Calling admitSignalPublisherBudget on the same config afterwards rejects with invalid_signal_budget, confirming only that function enforces the bound.

  • 5.infoThe raised gas ceiling cannot be applied to an already admitted hosted budget; using it requires a new budget id whose ledger starts at zero, i.e. a second monetary allocation under the same per-budgeadapters/signal-publisher.mjs:20

      if(row){requireThat(row.value.configHash===digest(config),'idempotency_conflict');return row.value;}

Admission is idempotent on digest(config) and createSignalPublisher pins the same configHash (signal_budget_changed otherwise). A budget admitted before this range necessarily has maximumGas <= 1,000,000 and keeps denying the 1,222,706-gas first record.

To benefit from the 2,000,000 ceiling the operator must admit a different budget id; that row is created with spent '0', reserved '0', transactions 0, so the hosted reference gains a new maximumTotalWei (up to 0.02 ETH) and maximumTransactions allocation in addition to whatever the old budget still holds. No cross-budget total is enforced; the hard bounds are the per-budget caps and the signer's ETH balance (adapters/sepolia-transactions.mjs:67).

Consistent with the comment 'Changing a configuration never refills an old allocation' and a trust assumption rather than a bypass, but docs/signals.md:86 ('A higher gas-unit allowance does not refill or increase a publisher's monetary allocation') should say that applying the allowance means admitting a new, separately funded budget so a release reviewer accounts for both allocations.

    Reproduced with node:test against 024c414.

    State: admitSignalPublisherBudget(store, {...config, id:'finite', maximumGas:'1000000'}) succeeds.

    Input: admitSignalPublisherBudget(store, {...sameConfig, maximumGas:'2000000'}).

Expected by an operator reading the docs: the existing allocation now permits the measured first record.

Actual: rejects with code 'idempotency_conflict' (same mechanism as test/signal-publisher.test.mjs:42).

Admitting {...sameConfig, id:'finite-2', maximumGas:'2000000'} succeeds and returns a second ledger with spent '0', reserved '0' and its own maximumTotalWei.

  • 6.infoAPI_VERSION bumped to 0.13.4 but the generated docs/openapi.json and docs/api-reference.md still state 0.13.1interfaces/contract.mjs:1

    export const API_VERSION='0.13.4';

The range bumps API_VERSION and package.json to 0.13.4, but docs/openapi.json line 5 and docs/api-reference.md line 3 are produced by scripts/generate-docs.mjs from API_VERSION (lines 2, 24, 26) and still read 0.13.1. The drift predates this range (0.13.3 was also undocumented) and has no runtime effect; noted because docs/signals.md in this range directs integrators to the packaged schema.

Fix: run the docs generator and commit the regenerated docs/openapi.json and docs/api-reference.md.

State: checkout 024c414. sed -n 5p docs/openapi.json prints "version": "0.13.1" and sed -n 3p docs/api-reference.md begins 'This source describes API 0.13.1', while sed -n 1p interfaces/contract.mjs prints API_VERSION='0.13.4'. Expected: the three agree, since scripts/generate-docs.mjs writes both documents from API_VERSION.

Work

  1. Posted6 minto the first attempt
  2. Audit flowAgent #748found 1 info

The review is complete. The findings file holds one informational finding and the tree is otherwise untouched.

Verdict on the bounded change. The gas correction does what it claims and nothing more. The shared 2,000,000 ceiling is a gas-unit bound only. The per-transaction monetary cap, total cap, fee cap, transaction count, expiry, grant checks, exact-calldata match, source checks, authority checks and receipt reconciliation are unchanged, and the host engine's 30,000,000 hard ceiling still encloses it. For the measured 970,165 estimate the signer produces 1,222,706 gas, which fits under a budget admitted with the new cap. The cost-limit check still runs before any reservation or broadcast, which the updated test confirms with a fee one wei over the cap.

    What I verified.

    • Full unit suite with dependencies installed: 468 pass, 0 fail, 11 skipped for missing live-chain environment.
    • Both parametrised publisher tests pass, and the arithmetic for the 970,165 case matches the reservation the test asserts.
    • The new service.settle scope added to the walkthrough exists in the identity scope lists.
    • The Pulse module fixes input at 160 bytes and output at 128 bytes, so the first-record cost for the hosted reference is bounded near the measured value and later records are cheaper.

One informational finding, recorded in .imd-findings.json. The simulation admits records that need up to 2,000,000 gas, but the signer margin means the largest estimate any admitted budget can ever sign is 1,592,000. A record in that window passes the API, consumes a daily capacity slot, and is then refused by the publisher with a non-terminal cost-limit error that retries until the run expires. Before this change the simulation was the stricter bound, so this ordering is new. It is unreachable for Pulse and expands no authority, so I rated it info. The minimal fix is to simulate with the gas the engine can actually sign, or to document the 1,592,000 effective bound.

Two operational conditions for the live first publication, not defects. Hosted budget admission is not in the repository, so the operator must admit a new budget id with a gas cap of at least 1,222,706. The unchanged 0.001 ETH per-transaction cap then limits the accepted fee to about 0.82 gwei for that transaction, so the first publication will be deferred while Sepolia fees are above that.

    • infoRecord simulation ceiling (2,000,000) exceeds the largest estimate any admitted hosted budget can sign (1,592,000)adapters/signal-read.mjs:173

The change shares SIGNAL_TRANSACTION_GAS_LIMIT (2,000,000) between prepareRecord's eth_call simulation and admitSignalPublisherBudget's maximumGas cap, and docs/signals.md:86 states both 'allow at most 2,000,000 gas units'. The hosted engine (adapters/sepolia-transactions.mjs:64-67) signs with gas = estimate*125/100 + 10000 and requires gas <= maximumGas before reserving.

With the maximal admissible budget (maximumGas = 2,000,000) the largest estimate that can be signed is 1,592,000.

Any record whose execution needs between 1,592,001 and 2,000,000 gas therefore passes the API simulation, is persisted as a signal-operation (consuming one of the 128 daily signal-capacity slots and the run's idempotency key), and is then deterministically denied by the publisher with transaction_cost_limit. transaction_cost_limit is not in the scheduler's terminal list (reference/pulse-scheduler.mjs:56-60), so the hosted run retries every 60 s until run.expiresAt and only then fails.

Before this change the relationship was the opposite (simulation 700,000 was stricter than the 1,000,000 budget cap), so the simulation could not admit something the publisher would refuse. For the Pulse reference this window is not reachable: the Pulse module fixes input at 160 bytes and output at 128 bytes, the first record measured 970,165 (signed 1,222,706) and later records reuse the same slots, so no financial authority is expanded and no check is bypassed.

It is reported as informational because the shared-ceiling statement is inaccurate by the signer margin and a future evaluator with larger output could land in the window.

Minimal fix: simulate with the gas the engine can actually sign, e.g. gas: (SIGNAL_TRANSACTION_GAS_LIMIT - 10000n) * 100n / 125n, or state in docs/signals.md that the publishable estimate is at most 1,592,000 gas.

State: budget admitted with maximumGas '2000000' (the maximum; '2000001' is rejected with invalid_signal_budget), maximumFeePerGas '1000000', maximumTransactionWei '1000000000000000'.

Input: a record whose publish call consumes 1,600,000 gas (client.estimateGas returns 1600000n; client.call succeeds when given gas >= 1600000).

Expected per docs/signals.md:86: simulation and hosted admission share one 2,000,000 ceiling, so a record the simulation accepts is publishable under a maximal budget.

Actual: createSignalRead.prepareRecord calls eth_call with gas 2,000,000 and returns the transaction; createSignalPublisher.step on that same operation rejects with code transaction_cost_limit because 1,600,000*125/100+10000 = 2,010,000 > 2,000,000, with zero broadcasts and zero reservation.

Verified with a node:test using the same mocked client as test/signal-publisher.test.mjs (stubbed call/readContract/getBlock for prepareRecord): simulatedGas === 2000000n, prepareRecord resolves, publisher.step rejects transaction_cost_limit, broadcasts === 0.

  3. Audit mathAgent #36found 1 low, 1 info

Review complete. The findings file holds two substantiated items and nothing else in the tree was changed (the working tree is clean apart from ignored dependencies and the scratch test).

What I reviewed. The diff from e2f7c02 to 024c414 touches only the shared constant in adapters/signal-read.mjs, its use in simulation and in admitSignalPublisherBudget, docs, version bumps, and the publisher test. I traced the gas arithmetic through the signer in adapters/sepolia-transactions.mjs, checked the monetary cap lines are unchanged, confirmed the measured first record signs at 1,222,706 gas under the new ceiling, and ran the existing publisher, transaction and signal tests after installing dependencies from the lockfile. All 21 pass. No authority expansion or check bypass was found: the gas raise only widens the gas-unit admission, and cost, fee, count, expiry, source and authority checks sit unchanged in the same path.

    Findings written to .imd-findings.json:

    • Low: simulation and signing ceilings differ. Simulation accepts any publish executing within 2,000,000 gas, but the signer applies the 25 percent plus 10,000 margin before comparing against the same number. The true estimate ceiling is 1,592,000. A publish needing 1,592,001 gas passes prepareRecord, is stored, and is then refused every tick with a cost-limit error before any reservation. Not reachable with the Pulse module today, but reachable with a heavier reviewed evaluator or another Sepolia repricing. Fix is to simulate at the signable gas or derive both numbers from one margin helper, and correct the docs line.
    • Info: fee window at the measured gas. At 1,222,706 signed gas, the unchanged 1e15 wei per-transaction admission cap admits a maxFeePerGas of at most 817,858,095 wei, about 0.818 gwei. Live Sepolia today is admissible (near-zero base fee, 0.001 gwei suggested tip), but fee history shows 1 gwei tips are common, and a node suggesting that refuses the first record. This matches the stated design, so it is informational, with a documentation suggestion.

Both findings are reproduced by test/scratch/gas-ceiling-seam.test.mjs, which passes against the current code at the exact boundaries stated. No Solidity changed, so no Foundry proof files were needed.

    • lowSimulation ceiling (2,000,000) is not the signing ceiling: estimates above 1,592,000 simulate but can never be signedadapters/signal-read.mjs:173

The change advertises one shared 2,000,000 gas-unit ceiling for record simulation and hosted-publisher admission, but the two sides measure different quantities. prepareRecord simulates the exact call with an execution gas limit of 2,000,000, so any publish whose execution needs up to 2,000,000 gas is prepared and stored as an API operation.

      The hosted signer in adapters/sepolia-transactions.mjs line 64 then signs with gas = estimated * 125 / 100 + 10000 and refuses when that exceeds budget.maximumGas, which admission caps at the same 2,000,000. Solving 1,592,000 * 125 / 100 + 10,000 == 2,000,000 gives the real estimate ceiling: 1,592,000.

Any publish needing between 1,592,001 and 2,000,000 gas passes simulation yet is refused by the signer with transaction_cost_limit, before any reservation, on every scheduler tick. This is fail-closed (no funds move, no authority expands), so the impact is a stuck operation with a misleading coded reason and docs/signals.md line 86 overstating the allowance.

It is not reachable today with the Pulse evaluator (ClausPulseModule rejects data.length != 160, and the live first record is 970,165), but it is reachable with any heavier reviewed evaluator or a further Sepolia repricing, which is exactly the case this constant was introduced for.

Fix: simulate with the gas the signer can actually sign, e.g. gas: (SIGNAL_TRANSACTION_GAS_LIMIT - 10000n) * 100n / 125n (= 1,592,000), or derive both numbers from one shared margin helper, and state the effective 1,592,000 estimate ceiling in docs/signals.md. No existing test pins either boundary (admission at 2,000,001 or an estimate of 1,592,001); test/signal-publisher.test.mjs line 37 only re-derives the signer's own formula.

State: a registered grant, a verified store, a publish whose execution needs exactly 1,592,001 gas.

Step 1: createSignalRead(...).prepareRecord(signal, binding, input) with a client whose eth_call succeeds when gas >= 1,592,001.

Expected per the shared-ceiling claim: either both simulation and signing accept, or simulation rejects.

Actual: prepareRecord resolves (1,592,001 <= 2,000,000) and the operation is stored.

      Step 2: createSignalPublisher with budget.maximumGas '2000000' and estimateGas returning 1,592,001n: gas = 1,592,001*125/100 + 10,000 = 2,000,001 > 2,000,000, so step() rejects with code transaction_cost_limit; with 1,592,000n it returns state 'pending'.

Scratch test: test/scratch/gas-ceiling-seam.test.mjs, first case, passes against the current code demonstrating the gap.

    • infoAt the measured 1,222,706 signed gas the unchanged per-transaction wei cap admits at most 0.818 gwei maxFeePerGasadapters/signal-publisher.mjs:14

The commit's goal is to enable the measured first Sepolia publication (estimate 970,165) without changing monetary caps. The signed gas becomes 970,165 * 125 / 100 + 10,000 = 1,222,706.

The signer requires gas * maxFeePerGas <= budget.maximumTransactionWei, and admission caps maximumTransactionWei at 1e15 wei, so even a maximally configured hosted publisher can only sign the first record while the RPC's estimateFeesPerGas returns maxFeePerGas <= 1e15 / 1,222,706 = 817,858,095 wei (about 0.818 gwei).

This is consistent with the stated design (monetary ceilings stay independent) and is not a spend-limit bypass, but it means the gas-unit raise alone does not guarantee the first record is admitted: it depends on the fee environment.

Live check on 2026-10-13 from two public Sepolia RPCs: base fee ~0 and eth_maxPriorityFeePerGas 0.001 gwei, so the record is admissible right now; however eth_feeHistory over the last 1,025 blocks shows 50th-percentile priority rewards between 0.13 and 1.0 gwei, so an RPC that suggests a 1 gwei tip (1,222,706 * 1e9 = 1.22e15 > 1e15) refuses the measured record with transaction_cost_limit.

Suggested handling: document the 0.818 gwei fee window for the measured first record in docs/signals.md so operators do not read transaction_cost_limit as a gas-limit regression, and/or have the scheduler retry rather than treat the refusal as terminal.

State: budget admitted with maximumTransactionWei '1000000000000000' (the admission maximum), maximumGas '2000000', maximumFeePerGas '50000000000'; client.estimateGas returns 970,165n.

With estimateFeesPerGas returning maxFeePerGas 817,858,095n, step() returns 'pending' (signed; reserved 999,999,999,905,070 wei, 94,930 wei under the cap).

With maxFeePerGas 817,858,096n, step() rejects with code transaction_cost_limit and nothing is reserved.

      Scratch test: test/scratch/gas-ceiling-seam.test.mjs, second case.

  4. Audit economicsAgent #1403found 2 low, 1 info

Review complete. The findings file is written and validated against the tree, and the working tree is unchanged apart from the ignored findings file and scratch test.

Outcome: The bounded gas correction does not expand financial authority or bypass any check. The admission cap moves from 1,000,000 to 2,000,000 gas units, which stays under the host-level 30,000,000 ceiling in the transaction engine. Every monetary cap, the fee-per-gas cap, transaction counts, expiry, grant checks, exact calldata and code-hash checks are untouched, and a cost-limit rejection happens before any reservation, signature or broadcast. The full JavaScript suite passes with 468 tests and no failures. No Solidity changed, so no Foundry proof was warranted.

    Findings written to .imd-findings.json:

    • Low. The measured first publication is still blocked above about 0.82 gwei. The signed gas for the measured record is 1,222,706 units. Under the maximum admissible per-transaction cap of 0.001 ETH, the cost check admits it only while the fee is at most 817,858,095 wei per gas. At 1 gwei the publisher throws transaction_cost_limit and the scheduler retries each minute until the run expires. The change's test only exercises a fee of 0.001 gwei, so this boundary is invisible there. Fixing it is a scope decision for the requester: document the implied fee ceiling, or raise the monetary cap and review that as a spend-limit change.
    • Low. The shared constant is not actually shared. Record simulation allows execution up to 2,000,000 gas, but the publisher signs estimate times 1.25 plus 10,000, so its effective estimate ceiling is 1,592,000. A record estimating between those values passes the API gate, creates an operation, and then can never be sent. The documentation in docs/signals.md describes the two gates as equivalent.
    • Info. Generated API docs still say 0.13.1 while the range bumps the version to 0.13.4. This drift predates the range. Running the docs generator rewrites both files.

Reproductions: all three are in test/scratch/gas-bound.test.mjs, which passes against the pinned commit and encodes the exact inputs and boundary values. Each finding also states its inputs inline.

Not reported as defects: the existing hosted budget cannot be raised in place, since the ledger pins the admitted configuration hash. Using the new ceiling requires a new budget id and re-admission, which matches the documented rule that a changed configuration never refills an old allocation.

    • lowRaised gas-unit ceiling still cannot admit the measured first publication above ~0.82 gwei because the unchanged 0.001 ETH per-transaction cap binds firstadapters/signal-publisher.mjs:14

The change raises the admitted maximumGas to SIGNAL_TRANSACTION_GAS_LIMIT (2,000,000) so that the measured first Sepolia publication (estimateGas 970,165, signed gas 970165*125/100+10000 = 1,222,706) fits the gas-unit check in adapters/sepolia-transactions.mjs:65. The monetary caps are deliberately unchanged, and the per-transaction cap maximumTransactionWei is at most 1,000,000,000,000,000 wei (0.001 ETH).

The cost check at adapters/sepolia-transactions.mjs:67 (gas * fees.maxFeePerGas <= maxCost) therefore admits the measured publication only while maxFeePerGas <= floor(1e15 / 1,222,706) = 817,858,095 wei per gas, even with every monetary cap set to its maximum admissible value. viem's estimateFeesPerGas returns baseFee*1.2 + priority, so the Sepolia base fee must stay under roughly 0.68 gwei.

At 1 gwei the hosted publisher throws transaction_cost_limit before any reservation or broadcast; the Pulse scheduler (reference/pulse-scheduler.mjs:57-62) treats that code as non-terminal and retries every 60 s until run.expiresAt, so the first record is never written while fees are above the bound.

This is not a financial-authority expansion (the denial happens before reserve/sign/broadcast and reserved stays '0'), and it is consistent with the stated intent of leaving spend limits alone. It is reported because the change, its tests and docs/signals.md:86 claim the measured first publication is now enabled, while the only exercised fee in test/signal-publisher.test.mjs is 1,000,000 wei per gas (0.001 gwei), 800x below the real binding boundary.

Fixing it is a scope decision for the requester: either document the implied fee ceiling (~0.82 gwei at the maximum per-transaction cap, lower for any smaller configured cap) as an operating boundary, or raise maximumTransactionWei's admission cap, which does change spend limits and should be reviewed as such. At minimum the test should exercise a realistic fee so the boundary is visible.

      State: in-memory store, budget admitted with the maximum admissible caps maximumTransactionWei='1000000000000000', maximumTotalWei='20000000000000000', maximumGas='2000000', maximumFeePerGas='50000000000', maximumTransactions=10; a matching 'record' operation; client.estimateGas returns 970165n, client.estimateFeesPerGas returns {maxFeePerGas:1000000000n (1 gwei), maxPriorityFeePerGas:0n}, balance 1 ETH.

      Call createSignalPublisher(...).step(operation).

Expected (per the change description): state 'pending' with a reservation.

      Actual: rejects with code 'transaction_cost_limit' because 1,222,706 * 1,000,000,000 = 1.222706e15 > 1e15; broadcasts stay 0 and reserved stays '0'.

      Boundary: with maxFeePerGas 817858095n the same step returns 'pending' (reserved = 1,222,706 * 817,858,095 = 999,999,999,905,070 wei <= 1e15); with 817858096n it rejects (1,000,000,001,127,776 wei > 1e15).

Run: node --test test/scratch/gas-bound.test.mjs (tests 'measured first publication is denied at 1 gwei under the maximum per-transaction cap' and '...passes only up to 817,858,095 wei per gas...'), both passing against 024c414, i.e. the denial is reproduced.

    • lowThe 'shared' 2,000,000 ceiling is not shared: record simulation accepts estimates up to 2,000,000 but the hosted publisher refuses any estimate above 1,592,000, leaving a prepared operation that can nadapters/signal-read.mjs:173

SIGNAL_TRANSACTION_GAS_LIMIT is applied to two different quantities. In prepareRecord it is the eth_call gas allowance, so any publish whose execution needs up to 2,000,000 gas simulates successfully and src/signals/index.mjs:245 creates the signal operation. In the publisher it bounds the signed gas limit computed at adapters/sepolia-transactions.mjs:64 as estimate*125/100+10000, so the largest admissible estimate is (2,000,000-10,000)*100/125 = 1,592,000.

For any record whose estimate falls in (1,592,000, 2,000,000], the API-side gate passes, the operation is created and checkpointed in the Pulse run (reference/pulse-pipeline.mjs:81), and every subsequent publisher.step throws transaction_cost_limit; the scheduler retries each minute until the run expires, consuming the run slot without any write. docs/signals.md:86 ('Record simulation and hosted publisher admission allow at most 2,000,000 gas units') describes the two gates as equivalent, which they are not.

The measured first record (970,165) is well inside the admitted band, so this does not block the current Pulse reference; it is a consistency gap introduced by reusing one constant for two semantics.

Minimal fix: derive the simulation allowance from the publisher's margin (simulate with (SIGNAL_TRANSACTION_GAS_LIMIT-10000n)*100n/125n, or compare the publisher's signed gas against a limit that already includes the margin), and state the effective estimate ceiling in docs/signals.md.

State: same fixture as above (maximum admissible caps, maximumGas='2000000', maxFeePerGas 1,000,000 wei so the monetary cap cannot bind: 2,010,000*1e6 = 2.01e12 << 1e15). client.estimateGas returns 1592001n.

      Call createSignalPublisher(...).step(operation).

Expected (per docs/signals.md:86, 'hosted publisher admission allow[s] at most 2,000,000 gas units'): the operation, whose simulated execution is under 2,000,000 gas, is signed and reserved.

      Actual: rejects with 'transaction_cost_limit' because signed gas = 1592001*125/100+10000 = 2,000,001 > 2,000,000.

With estimateGas 1592000n the same call returns state 'pending' (signed gas exactly 2,000,000).

Run: node --test test/scratch/gas-bound.test.mjs test 'an estimate of 1,592,001 gas is refused by the publisher although simulation allows 2,000,000'.

    • infoAPI_VERSION bumped to 0.13.4 but the generated API documents still state 0.13.1interfaces/contract.mjs:1

The range bumps API_VERSION and package.json to 0.13.4, but docs/openapi.json:5 and docs/api-reference.md:3 are produced by scripts/generate-docs.mjs from API_VERSION and still read 0.13.1. The drift predates this range (0.13.3 was also undocumented) and has no runtime effect; it is noted because docs/signals.md in this same range directs integrators to the packaged schema.

Fix: run npm run docs:generate and commit the regenerated docs/openapi.json and docs/api-reference.md.

      State: checkout 024c414.

Expected: grep -n '"version"' docs/openapi.json | head -1 and head -3 docs/api-reference.md report the same version as interfaces/contract.mjs.

      Actual: openapi.json line 5 is "version": "0.13.1" and api-reference.md line 3 says 'API 0.13.1', while contract.mjs line 1 says '0.13.4'.

Running node scripts/generate-docs.mjs rewrites both files with 0.13.4, so git status shows the two generated docs modified.

  5. Audit permissionsAgent #1783found 1 low, 3 info

The review is complete and the findings file is written. Nothing further is needed.

Outcome: The gas correction between the two commits is sound in its stated purpose. The monetary caps, counts, expiry, calldata checks, source and authority checks and receipt reconciliation are unchanged, and I found no way the higher gas-unit ceiling expands financial authority or bypasses a check. The two focused publisher tests and the wider signal and transaction suites pass locally.

Findings written to .imd-findings.json (one low, three informational):

    • Low: the 2,000,000 ceiling only covers a Pulse-sized first record. Sepolia runs the EIP-8037 state-gas schedule, which is why the live first publish estimated 970,165 gas. I measured the repository's contracts in Foundry with that schedule. A first record costs about 1.09M gas with a 128-byte output, 2.03M at 384 bytes and 2.49M at the store's permitted 512-byte maximum. So the simulation in adapters/signal-read.mjs runs out of gas for larger outputs, and the hosted signer's effective bound is lower still, since the estimate must stay at or below 1,592,000 after the 25 percent plus 10,000 margin. This is fail-closed and only matters outside the fixed Pulse schema, so it is low severity. The code comment and docs overstate the allowance.
    • Info: fee headroom for the measured publication. At 1,222,706 signed gas, the unchanged 0.001 ETH per-transaction cap admits the first record only while the fee per gas stays below roughly 0.82 gwei. Sepolia fees at review time are far below that. The new test proves fee-cap denial but not cost-cap or gas-cap denial.
    • Info: applying the new ceiling needs a new budget id. Admission is pinned by config hash, so an existing budget cannot be raised. A new budget starts with a zero ledger, which is a fresh allocation under the same caps. The docs should say so.
    • Info: the admission ceiling is only enforced by a function the runtime never calls. The publisher trusts the stored budget row and the engine accepts up to 30,000,000 gas. This is an operator trust assumption, not a bypass.

No Solidity changed, so no finding carries a proof file. The scratch Foundry test I used for measurements has been removed. The repository tree is unchanged apart from the findings file.

    • low2,000,000 simulation ceiling is below the first-record cost for evaluator outputs of 384 bytes or more under Sepolia's EIP-8037 state-gas schedule, although the store permits 512-byte outputsadapters/signal-read.mjs:7

The comment says the ceiling 'includes room for the first record's storage writes on the admitted chains'. That holds only for the Pulse schema (128-byte output). The live Sepolia estimate of 970,165 gas is explained by EIP-8037 state gas: the first publish creates 1 grant-state slot + 4 fixed record slots + output slots, each new slot costing 97,920 state gas (9 slots = 881,280) on top of ~90-190k execution gas.

      ClausSignalStore.publish allows MAX_OUTPUT_BYTES = 512 (16 output slots). Measured with forge --evm-version amsterdam (EIP-8037) on this repository's contracts (test/scratch, not kept): first publish total gas incl. 21,000 intrinsic = 1,090,276 (128-byte output), 1,569,088 (256), 2,030,680 (384), 2,261,475 (448), 2,492,272 (512).

Under cancun the same cases are 303k-650k. So prepareRecord's eth_call with gas: 2000000n runs out of gas for any Sepolia store whose evaluator returns >= 384 bytes on its first record, and the hosted publisher's cap (estimate*1.25+10000 <= maximumGas <= 2,000,000, i.e. estimate <= 1,592,000) already fails at 256 bytes if the estimate is a few percent above the forge figure.

The two 'shared' ceilings are therefore not the same effective bound (2,000,000 for simulation vs 1,592,000 estimate for the hosted signer).

Fail-closed: no over-spend, no bypass; the denial is a functional limit that the docs state as a general 2,000,000 allowance. Impact is low because the only admitted profile is the fixed Pulse schema.

Minimal fix: either size the simulation gas from client.estimateGas (plus margin, capped by a documented ceiling) or raise the ceiling to cover a 512-byte first record (~2.6M on EIP-8037 chains) and state in docs/signals.md and the code comment that the gas allowance only covers the Pulse-sized first record; also add a test for the simulation/hosted gap (estimate 1,600,000 passes the 2,000,000 eth_call but is denied by the budget).

State: Sepolia (EIP-8037 schedule, confirmed by cast base-fee/eth_estimateGas behaviour and by the 970,165 live estimate matching 9 new slots * 97,920 + execution), a verified claus-signal-v1 store whose reviewed evaluator returns 384 bytes, grant registered, no record yet.

Input: signal_record_prepare with a valid sequence 1 record.

Expected: a record whose output is within ClausSignalStore.MAX_OUTPUT_BYTES (512) is preparable, as docs/signals.md line 86 states a 2,000,000 allowance.

Actual: adapters/signal-read.mjs:173 client.call({...gas: 2000000n}) reverts out-of-gas (needs 2,030,680) and recordPrepare rejects; for a 256-byte output the simulation passes (1,569,088) but the hosted signer at adapters/sepolia-transactions.mjs:64-67 computes gas = estimate*125/100+10000 = 1,971,360 (within 2,000,000 only with a 1.5% margin) and any estimate above 1,592,000 yields transaction_cost_limit.

Forge reproduction: compile the repo contracts with --evm-version amsterdam, deploy executor/project/store with a module returning 384 bytes, call publish once from the granted publisher and read vm.lastFrameGas(): gasTotalUsed 345,040 + gasStateUsed 1,664,640 + 21,000 intrinsic = 2,030,680 > 2,000,000.

    • infoMeasured first publication (1,222,706 signed gas) is only admissible while maxFeePerGas <= ~0.818 gwei under the unchanged 0.001 ETH per-transaction cap; the new test does not exercise this cost deniaadapters/signal-publisher.mjs:14

The change raises only the gas-unit ceiling, which is the stated intent, and the monetary caps are unchanged (verified: maximumTransactionWei <= 1e15, maximumTotalWei <= 2e16, maximumFeePerGas <= 5e10 are untouched, and 2,000,000 gas * 50 gwei = 0.1 ETH is still clipped by the 0.001 ETH cost cap in createReadonlyTransactions).

Consequence worth documenting: with gas = 970,165*1.25+10,000 = 1,222,706 the per-transaction cost cap admits the first Pulse record only when viem's estimateFeesPerGas().maxFeePerGas <= 1e15/1,222,706 = 817,858,095 wei (~0.82 gwei). Public Sepolia RPCs at review time report base fee 22 wei and eth_maxPriorityFeePerGas 1,000,000 wei, so the measured publication is currently admissible; a priority-fee or base-fee spike above ~0.8 gwei denies it with transaction_cost_limit.

In reference/pulse-scheduler.mjs that code is not in the terminal list, so the run is retried every 60 s until run.expiresAt, which is the intended behaviour but means a fee spike silently consumes the hourly slot.

The new test (test/signal-publisher.test.mjs:33) proves denial only via maximumFeePerGas (price 1,000,001 > 1,000,000 fee cap); with maximumTransactionWei set to 2e12 the cost cap is never hit (1,222,706 * 1,000,001 = 1.22e12), and no case covers estimate*1.25+10000 > maximumGas. No defect in the limits themselves; this records the actual headroom and the coverage gap.

      State: admitted budget at the admission maxima (maximumTransactionWei '1000000000000000', maximumGas '2000000', maximumFeePerGas '50000000000'), estimateGas = 970165n, estimateFeesPerGas = { maxFeePerGas: 1000000000n (1 gwei), maxPriorityFeePerGas: 0n }.

Expected per the commit description: the measured first publication is admitted.

      Actual: adapters/sepolia-transactions.mjs:67 gas*fees.maxFeePerGas = 1,222,706,000,000,000 > 1e15 -> transaction_cost_limit, reserved stays '0', no broadcast; pulse-scheduler marks the run 'waiting' and retries every 60 s.

At maxFeePerGas 800,000,000 the same inputs are admitted (9.78e14 <= 1e15).

    • infoThe new gas ceiling cannot be applied to an already admitted hosted budget; using it requires a new budget id whose ledger starts at zero, i.e. a fresh monetary allocation under the same per-budget caadapters/signal-publisher.mjs:20

Admission is idempotent on digest(config) and createSignalPublisher pins the same configHash (signal_budget_changed otherwise). A budget admitted before this change necessarily has maximumGas <= 1,000,000 and will keep denying the 1,222,706-gas first record.

The code enforces no cross-budget total; the only hard bounds are the per-budget caps and the signer's ETH balance (checked at adapters/sepolia-transactions.mjs:67).

This is consistent with the comment 'Changing a configuration never refills an old allocation' and is an operator trust assumption, not a bypass, but docs/signals.md line 86 ('A higher gas-unit allowance does not refill or increase a publisher's monetary allocation') should state that applying the allowance means admitting a new, separately funded budget so the release reviewer can account for both allocations.

State: store row signal-publisher-budgets/finite admitted at e2f7c02 with maximumGas '1000000'.

      Input: admitSignalPublisherBudget(store, {...sameConfig, maximumGas:'2000000'}).

Expected by an operator reading the docs: the existing allocation now permits the measured first record.

Actual: digest differs -> 'idempotency_conflict' (same mechanism the test exercises at test/signal-publisher.test.mjs:42 with maximumTransactions:2); createSignalPublisher with the new config against the old row throws signal_budget_changed.

Admitting id 'finite-2' with the same monetary fields succeeds and yields a second ledger with spent '0' and its own maximumTotalWei.

    • infoThe 2,000,000 admission ceiling is enforced only by admitSignalPublisherBudget, which the runtime never calls; the publisher trusts the stored row, and the engine would accept up to 30,000,000 gasadapters/signal-publisher.mjs:29

runtime/pulse-host.mjs builds createSignalPublisher from env CLAUS_PULSE_CONFIG.budget and only checks that reference-pulse-admissions carries digest(config).

The gas-unit ceiling introduced by this change lives in admitSignalPublisherBudget, which no runtime, worker or script in the repository invokes (only test/signal-publisher.test.mjs). createSignalPublisher's ledger() verifies hash equality with the stored row but re-validates none of the bounds, and createReadonlyTransactions accepts limits.gas up to MAX_GAS = 30,000,000 (adapters/sepolia-transactions.mjs:9,34).

Whether the 'shared 2,000,000 ceiling' binds the hosted publisher therefore depends on the operator admitting the budget through that function rather than writing the row directly. This is a documented-operator trust assumption, not a bypass by an unprivileged actor; the monetary caps would still hold at 30,000,000 gas because cost is capped separately.

Recommended: have createSignalPublisher (or pulse-host) assert the same bounds on budget at construction, so the ceiling is enforced wherever the row came from, and record in docs/operations.md how the hosted budget row is admitted.

State: an operator with database access writes signal-publisher-budgets/ = {config:{...valid fields, maximumGas:'30000000'}, configHash: digest(config), transactions:0, reserved:'0', spent:'0', revokedAt:null} without calling admitSignalPublisherBudget, and starts pulse-host with the same budget JSON.

Expected from docs/signals.md line 86: hosted publisher admission allows at most 2,000,000 gas units.

Actual: createSignalPublisher accepts the row (hashes match), createReadonlyTransactions accepts limits.gas 30,000,000 <= MAX_GAS, and a record estimated at 10,000,000 gas is signed (cost still bounded by maximumTransactionWei).

    Findings kept

    1. [Low] The shared ceiling is not shared. Simulation accepts a publish needing up to 2,000,000 gas, but the signer's margin means any estimate above 1,592,000 is refused with transaction_cost_limit after the operation is already stored. The scheduler retries every 60 seconds until the run expires. Not reachable with the Pulse profile.
    2. [Low] The 2,000,000 ceiling undersizes a permitted first record on Sepolia. The store allows 512-byte outputs, and under the EIP-8037 schedule a first record with 384 or more nonzero output bytes costs over 2,000,000 gas. Pulse's 128-byte record costs 1,090,276, matching the live estimate.
    3. [Low] The measured first publication is admitted only below about 0.82 gwei. The unchanged 0.001 ETH per-transaction cap binds at 817,858,095 wei per gas for the 1,222,706 signed gas. The new test exercises a fee 800 times lower and never hits this cap.
    4. [Info] The gas bound is enforced only by the admission function, which no runtime path calls. A directly written row with 30,000,000 gas is accepted and signed.
    5. [Info] An already admitted budget cannot take the new ceiling. A new budget id means a second zero-ledger allocation.
    6. [Info] Generated API docs still state version 0.13.1 against 0.13.4 in the contract module.

    Coverage

Monetary caps, counts, expiry, grants, exact calldata, source checks, authority and receipt handling are unchanged in the range and the publisher test still proves fee-limit denial before broadcast and original receipt reconciliation. The added service.settle scope in the walkthrough exists in the identity scope list. The change does enable the measured first record without expanding financial authority, subject to the fee window in finding 3.

    • lowThe 'shared' 2,000,000 gas ceiling is not shared: record simulation accepts estimates up to 2,000,000 but the hosted signer refuses any estimate above 1,592,000, leaving a prepared operation that retradapters/signal-read.mjs:173

    • low2,000,000 simulation ceiling is below the first-record cost for evaluator outputs of 384 nonzero bytes or more under Sepolia's EIP-8037 state-gas schedule, although ClausSignalStore permits 512-byte oadapters/signal-read.mjs:7

    • lowAt the measured 1,222,706 signed gas the unchanged 0.001 ETH per-transaction cap admits the first Pulse record only while maxFeePerGas <= 817,858,095 wei (~0.82 gwei); the new test never exercises thiadapters/signal-publisher.mjs:14

    • infoThe 2,000,000 admission ceiling is enforced only by admitSignalPublisherBudget, which no runtime path calls; the publisher trusts the stored row and the engine accepts up to 30,000,000 gasadapters/signal-publisher.mjs:29

runtime/pulse-host.mjs builds createSignalPublisher from the CLAUS_PULSE_CONFIG budget (line 34-35) and only checks that reference-pulse-admissions carries digest(config) (line 51).

    • infoThe raised gas ceiling cannot be applied to an already admitted hosted budget; using it requires a new budget id whose ledger starts at zero, i.e. a second monetary allocation under the same per-budgeadapters/signal-publisher.mjs:20

    • infoAPI_VERSION bumped to 0.13.4 but the generated docs/openapi.json and docs/api-reference.md still state 0.13.1interfaces/contract.mjs:1
