Preserve current English Open Workshop interface and six operations: create project, propose work, explicitly fund, inspect files/history, continue, fork an accepted historical checkpoint.

Defect: ManifestJSON.sol:239-284 retains every file name/path through a slow non-ASCII copy and UTF-8 pass. RelayVerifier.sol:58-74 permits unrelated extra file strings. The existing work score does not bound their gas. An accepted 32768-byte result fails full bind at gasLimit 16777216: receipt gas 16529096, verifier trace out of gas, Branch remains ResultRecorded. Identical bytes/witness accept at 37184113 gas with a deliberately over-ceiling LOCAL 50M diagnostic; that diagnostic is NOT a valid Ethereum transaction or workaround. This is synthetic adversarial evidence, not an observed IMD delivery.
